Burger Kept Decision From Court Colleagues

WASHINGTON — Chief Justice Warren E. Burger told reporters Tuesday that he managed to keep his decision to retire from almost everyone--even the other members of the court.
“If you were surprised, my colleagues were even more surprised,” he said, adding that even his two or three closest friends did not know until Monday night.
