San Diego city school officials have proposed a voluntary drug-testing program for high school students. The proposal could be implemented at some schools by the second semester of the 1986-87 school year. Under the proposal, students with parental permission could volunteer for testing by placing their names in a lottery barrel. Each participating school would select about six names each week. Those students would be sent to a local hospital for urine tests. If a student tested positive, his parents would be notified. Treatment or counseling might be suggested, a school board staff report said, but the school would not punish the student.
