Back-seat car passengers must wear seat belts in West Germany starting Tuesday or face a fine of $18 under a law passed by the Bonn Parliament on Friday.

The new regulation, given final approval by the Bundesrat (upper house), applies to all vehicles registered after May, 1979, when rear seat belts were made a compulsory standard fitting in all new cars registered in West Germany.
