Topping Out Held at Oxnard Office Project

Union Bank Tower/Financial Plaza II, a $40-million project in Oxnard, has been topped out.

More than 43% of the 311,330-square-foot development has been leased, according to Grubb & Ellis Co., which is handling leasing. The Martin V. Smith project is due to be completed in January.
