A tentative contract was reached today with one striking municipal union, a 2,000-member white-collar local, and around-the-clock bargaining continued with the second as officials wrestled with the problems created by thousands of tons of uncollected, smelly trash.

The 1.7 million residents of and visitors to Phildelphia have generated more than 20,000 tons of trash during the 11-day strike by two councils of the American Federation of State, County and Municipal Employees. Talks continue with representatives of the city’s 12,000 garbage haulers.
