Larry D. Goebel has been promoted to vice president/national marketing director of Coldwell Banker Residential Affiliates Inc. He will direct national marketing expansion research and strategy. John F. Herbst of the San Fernando Valley office of Coldwell Banker Commercial Real Estate Services, has been named an associate vice president of the firm.

Stephen C. Brown has been named treasurer of R. A. Rowan & Co., and will be responsible for all financial operations and investments for the Los Angeles-based real estate firm. Previously, Brown had served as a financial planner for Ducommon Inc., Los Angeles, and as a controller for DNR Industries.

H. Carl Muhlstein, senior vice president at Cushman & Wakefield’s downtown Los Angeles office, has been appointed financial services director for Cushman & Wakefield’s Western Region. He will oversee operations in Northern and Southern California, as well as Oregon and Washington State.

Grady D. Dutton has been named vice president of planning and engineering at Lomas Santa Fe Development Corp., an affiliate of Lomas Group, San Diego. Dutton will be in charge of planning residential construction projects for Lomas Group and overseeing all related engineering aspects.

David L. Hendryx has been appointed vice president of finance at Gfeller Development, Tustin; Linda Freedland has been promoted to vice president of residential sales and marketing.

Victoria L. Jeans has been appointed national director of marketing for Corbin/Yamafuji & Partners Inc., Irvine.

Michael E. Maguire has been appointed chief underwriting counsel and Ray E. Sweat, currently in that position, assumes the position of chief underwriting counsel (emeritus) at Ticor Title Insurance Co.

Gordon F. Stephens, manager of Coldwell Banker Real Estate Management Services’ Los Angeles office, has been named a vice president. Robert A. Spira, Coldwell Banker Commercial Group counsel, has been promoted to senior counsel.

H. Robert Herold has been promoted to senior vice president in charge of construction loan administration at the Pasadena headquarters of First Interstate Mortgage Co.

Neil Morchower has joined WMJ Consultants Inc., as a vice president of the Newport Beach-based construction evaluating and monitoring firm.

Gerson D. Ribnick of Gerson D. Ribnick & Associates, Encino, has been appointed by the Southern California Gardeners Federation to represent the group as governmental relations consultant and advocate.
