Soviet Foreign Minister Eduard A. Shevardnadze arrived in London on Sunday for a three-day visit during which British officials hope to ascertain the seriousness of the Soviet Union’s recent arms control proposals.

He said in a written statement on arrival at Heathrow Airport with his wife Nanuli that he intends to talk to the British government about recent arms proposals.

“For us it would be important to get a clear idea of the British position regarding the complex of proposals put forward by the Soviet Union in this field and to try to lay a foundation for a constructive cooperation in the future,” Shevardnadze said in a prepared statement.

British diplomatic sources said the visit, the first by a Soviet foreign minister since Andrei A. Gromyko, now the Soviet president, came here 10 years ago, could also help pave the way for a summit meeting between President Reagan and Soviet leader Mikhail S. Gorbachev.

Shevardnadze will meet today with Prime Minister Margaret Thatcher and Foreign Secretary Geoffrey Howe.
