NSC Deputy to Be Named

WASHINGTON —
President Reagan will appoint Alton G. Keel Jr., who was executive director of the Rogers Commission, which investigated the Challenger disaster, as acting deputy director of the National Security Council, White House officials said Tuesday. Keel will take the place of Donald R. Fortier, who has been seriously ill since May.
