A plan was drafted for Pacific Bell refunds.

Under direction from the California Public Utilities Commission, a committee of Pacific Bell officials, consumer advocates and PUC staff members produced a plan that could cost the Pacific Telesis unit as much as $100 million in refunds to residential customers who got more service than they wanted. The phone company has admitted to improper sales techniques by some of its sales representatives. The PUC staff has proposed fining the company $49.5 million, which would be in addition to any refunds.
