YORKTOWN HEIGHTS, N.Y. —
Averell Harriman, 94, the New Deal Democrat who helped shape foreign policy for Presidents from Franklin D. Roosevelt to Jimmy Carter, is seriously ill in his suburban New York home, a spokesman said today.
