Striking city workers rejected a new contract, voting to continue a 13-day walkout that has paralyzed bus service and created mountains of garbage in Detroit. The pact was defeated by a 3-1 margin by striking members of the American Federation of State, County and Municipal Employees. Union leaders recommended approval of the contract, and said they will ask the city to take the dispute to independent, binding arbitration. The three-year contract had made some raises contingent on the city's financial condition.
