Indian Prime Minister Rajiv Gandhi made an impassioned plea for unity and calm, addressing Parliament in a capital torn by protests and violence between Hindus and Sikhs. Gandhi called the challenges to national unity “nothing short of treason.” He spoke as riot police quelled scattered violence in New Delhi during a general strike called by right-wing Hindus to protest the massacre of 14 bus passengers, all Hindus except one, by Sikh separatists in Punjab state last week. “The issue of a separatist state is not negotiable,” the prime minister said.
