The Consumer Product Safety Commission voted to declare methylene chloride, a major ingredient in spray paints and paint strippers, a hazardous substance requiring danger warnings. The panel, in a prelude to formal hearings, said that it took the action because scientists have classified the chemical as a probable human carcinogen. The Food and Drug Administration has moved to ban it from hair sprays.
