The House, by a vote of 193 to 226, rejected a move to order the Federal Aviation Administration to rehire up to 1,000 air traffic controllers who were fired in 1981. The proposal is part of the $10.3-billion transportation bill, which is strongly opposed by the Administration, both because of the controller provision and airline sanctions against South Africa. The President fired 11,345 controllers for conducting an illegal strike. Rep. Guy V. Molinari (R-N.Y.), author of the proposal, said that the nation faces a crisis and that the air traffic control system needs relief.
