The Administration said that for the first time, the United States will channel financial aid to the Israeli-occupied West Bank through the government of Jordan despite conflicting Israeli and Jordanian claims to sovereignty over the territory. The announcement that $4.5 million in unspent aid for other countries is being diverted to West Bank projects came while Vice President George Bush visited Jordan as part of his 10-day Mideast peace mission. Previous U.S. aid for the West Bank was funneled through private organizations such as the Red Cross.
