The Soviet Union indicated that it will not permit an increase in Jewish emigration, which has slowed to a trickle since the late 1970s. Yevgeny K. Silin, deputy chairman of the Soviet commission on the Helsinki accords on European security and cooperation, reiterated at a Moscow news conference the Soviet contention that most Jews who sought reunification with relatives abroad have emigrated. Many Soviet Jews and Jewish groups abroad dispute this, saying that tens of thousands of Jews still want to emigrate.
