Basque separatist guerrillas threatened to attack citizens of European Communities countries in Spain to protest their support for the Spanish government, diplomatic sources in Madrid said. They said the threat was made in a letter mailed to the embassies of Britain, Italy and West Germany as France pledged further help to Spain in fighting guerrillas seeking to set up a separate Basque nation in northern Spain. The letter, signed by ETA (Basque Homeland and Freedom), warned embassy staff members and other citizens in Spain that they are potential targets, the sources said.
