Bequests from New York City estates have languished for as long as 50 years without being paid to heirs in what the state attorney general charged was “a pattern of inexcusable neglect.” In petitions filed in Surrogate Court on behalf of 28 estates, Atty. Gen. Robert Abrams contended that the office of Bruno Cappellini, Manhattan public administrator, has neglected to resolve nearly 50 cases that were at least 15 years old.
