The AFL-CIO, using a special low-interest credit card as a lure, launched a campaign to recruit non-union workers into a labor movement that has lost 3 million members since 1980. The federation’s executive council, meeting in Chicago, approved a reduced dues program for associate members and eligibility to special Union Privilege MasterCards, with loans rates of 13.5% and 15.75%. Other programs planned include discounts on life insurance, prescription drugs and travel and financial services.
