House leaders said they are unwilling to expedite a Senate bill to restore the automatic enforcement mechanism of the Gramm-Rudman deficit-reduction law. “I don’t think it’s realistic to expect changes of that magnitude to be done in such great haste,” said House Majority Leader Jim Wright (D-Tex.). Congress hopes to recess Friday for three weeks. It could still consider restoring the automatic mechanism, which was invalidated by a July Supreme Court ruling, when it returns Sept. 8.
