Quentin Kopp, a San Francisco supervisor, has qualified as an independent candidate for the 8th District state Senate seat in the Nov. 4 general election, Secretary of State March Fong Eu announced. Kopp, who did not run in the June primary, qualified for the ballot by circulating independent nomination petitions.
