The Nation : House Backs Use of Guard
The nation’s governors would not be allowed to block their states’ National Guard units from participating in Central American training exercises under a proposal added by the House to the pending $286-billion defense authorization bill on a 261-159 vote. A final vote on the bill is expected today. Stung by several provisions aimed at blocking weapons development or testing, the White House condemned the measure and repeated an earlier veto threat unless it is significantly altered by legislative conferees who will meet next month to reconcile the bill with a competing Senate version.
