Colorado’s Gov. Richard D. Lamm criticized the congressional income tax revision as unfair to the states, but said its passage appears inevitable and alternative legislation could be worse. Lamm, a Democrat, addressed the executive committee of the National Governors’ Assn. at Hilton Head Island, S.C., as part of the annual governors’ conference. He said that although many states stand to gain revenue, elimination of the sales tax deduction would hurt state and local governments in 45 states.
