The Tohono O’odham (Papago) Tribal Council turned down a California developer’s controversial plan to build a non-Indian community of 100,000 on Indian land southwest of Tucson. Opponents of the plan by Santa Cruz Properties said they fear that a major influx of non-Indians will destroy the Tohono O’odham culture and endanger ancient Indian burial grounds. The Tribal Council also approved a moratorium on all large-scale non-Indian development on the reservation.
