More than 6,000 British and Dutch troops set sail for Norway today in a major test of NATO’s key northern defenses--the alliance’s biggest amphibious exercise in eight years.

About 35,000 men in 150 ships from 10 Western nations are taking part. The maneuvers culminate in a mass assault on the beaches of southern Norway on Sept. 9 and a five-day make-believe land battle involving 27,000 commandos and sailors.
