FOCUS: Path of Progress The path of the proposed Century Freeway cut a swath through the center of this All-American City in the early 1970s, the same time the downtown business area was being cleared for redevelopment. The abandoned Pacific Electric Railway depot, which will be remodeled as a bus terminal, stands as both a landmark and a symbol of the future. Twenty-five years after the city was designated All-American and more than 10 years without a downtown, city officials are confident that the city will be revitalized, saying that the freeway, to be completed in 1992, will bring increased traffic and commerical enterprise. There have been many developers interested in building motels and hotels, officials say. In September, construction is scheduled to start on a $12-million shopping center in the redevelopment area. A $2.5-million neighborhood shopping center is also planned.
