Congress Back in Session

WASHINGTON — Congress, ending a three-week break, returned to Capitol Hill today, facing a long and difficult list of unfinished business with little time to act before pre-election adjournment. The first day back, however, saw only a brief pro forma session in the House and little more than speechmaking in the Senate. Most of the lawmakers were not expected to return to their offices until Tuesday.
