Former Reagan Administration official David A. Winston, 44, was in extremely critical condition at San Francisco General Hospital, police said, after he was struck by an irate motorist who was forced to brake suddenly when Winston walked against a red light. Winston, now a hospital administrator, was an aide to Sen. Richard Schweiker (R-Pa.) and joined the White House domestic policy staff after Schweiker became secretary of health and human services in 1980.
