The city attorney’s office will not file marijuana possession or cultivation charges against Andre Ray, the stepfather of an 11-year-old girl who turned him in for alleged drug use because of insufficient evidence, authorities said. Several marijuana plants were seized from Ray’s backyard, but they could not be used as evidence because they were taken without a warrant. The girl, a sixth-grade student at Normandie Avenue Elementary School, had told her school principal about the marijuana plants after attending a police-sponsored drug education program. The district attorney earlier declined to file felony charges against Ray or his wife. The girl remains a ward of Los Angeles County.
