Representatives of the Salvadoran government and leftist rebels broke off talks in Panama City, Panama, aimed at preparing for a third round of peace negotiations, jeopardizing the new initiative, officials said. But Julio Rey Prendes, El Salvador’s minister of culture and communications, said government officials will remain in the city until Tuesday in hopes of resolving a dispute with the guerrillas over security arrangements and going ahead with the peace talks, scheduled for Friday in Sesori, 95 miles northeast of San Salvador.
