House action on the tax overhaul bill has been delayed until at least next week to give congressional aides a few more days to “fine-tune” the measure, congressional sources said. The bill, which limits numerous tax breaks in exchange for lower rates, is essentially complete, the sources said, except for transition rules, which are specialized tax breaks for specific firms or industries. They said the bill probably would be filed Thursday and that the House would take it up next Tuesday. The House is expected to pass the bill quickly and send it to the Senate.
