Senate Majority Leader Bob Dole (R-Kan.) filed a motion to shut off debate and force a final vote on the nomination of William H. Rehnquist to be chief justice. Senate liberals, led by Sen. Edward M. Kennedy (D-Mass.), have continued to attack the 61-year-old Supreme Court justice, saying he is hostile to blacks and women. Dole said he expects that the Senate will vote Wednesday to shut off the debate and confirm Rehnquist.
