The House passed compromise legislation reauthorizing anti-poverty programs from Head Start to low-income energy assistance. The bill was then sent to the Senate. The measure, worked out by House and Senate negotiators, authorizes spending of up to $3.7 billion in 1987, with increases in subsequent years, for Head Start, before- and after-school care, community services block grants, community nutrition programs and the energy aid program, which helps pay heating bills for low-income people.
