Norway’s Labor government banned the United States from using F-111 jet bombers in NATO exercises held over Norwegian territory for fear the Kremlin would interpret them as a provocation, Defense Ministry officials said in Oslo. A ministry spokesman said that the jets, used in a raid on Libya earlier this year, are not part of allied plans to defend Norway in times of crisis or war. But North Atlantic Treaty Organization diplomats predicted that the Norwegian refusal will be interpreted as a snub to Washington.
