House leaders moved to kill the general revenue-sharing program without a vote, quietly deleting the $3.4 billion for local governments from an omnibus spending bill scheduled for full House action today. The House Rules Committee, by voice vote and without debate, sent to the House floor a last-minute substitute for the pending $567-billion measure, deleting only the revenue-sharing money.
