“Drastic solutions” to the problem of California’s homeless children were promised by Nathan Shapell, chairman of the Commission on California State Government Organization and Economy, at a San Francisco hearing on children’s services. “No one is in charge,” an angry Shapell commented after state Social Services Director Linda McMahan said her agency does not have jurisdiction over homeless children. The probe by Shapell’s so-called Little Hoover Commission included a public hearing in Los Angeles.
