The World : Sanctions Veto Due Today

President Reagan today will veto legislation imposing punitive sanctions against South Africa, the White House said, acknowledging that it will be difficult to get enough votes in the Republican-controlled Senate to sustain the veto. Reagan has no more than 20 votes in the Senate to uphold a veto, GOP and Democratic sources said. Reagan has bargained for votes by offering to order some limited sanctions to pressure Pretoria’s white-minority government to end apartheid and give the majority black population full political rights.
