Ten state and local agencies will receive grants totaling $910,000 from the Ford Foundation for finding new ways to tackle difficult problems ranging from feeding the needy to helping teen-age parents.

In announcing the grants, foundation President Franklin A. Thomas said cutbacks in federal domestic programs pose new challenges and opportunities for state and local governments.

“The aim of our program is to give greater public visibility to successful initiatives and to inspire similar efforts in other jurisdictions,” Thomas said.

Among the programs chosen for grants is Los Angeles County’s Food Assistance Network, which distributes annually about 18,000 tons of food from federal surpluses to more than 1 million needy residents in 45 cities.

Another winner is the New York City Juvenile Justice Department for developing new approaches to make productive use of time spent in detention by juvenile offenders between arrest and trial.
