Sanford M. Groves, who was assistant city manager for the past five years, has resigned to accept a similar position with the City of Richmond, Va.

Meanwhile, under a reorganization plan the position of assistant city manager has been eliminated and two deputy city manager positions created.

Richard Leahey, 28, and Patrick H. West, 32, have been named to the new posts.

Leahey has been finance director and has worked for the city for more than four years. He has a bachelor of arts degree in business administration from the University of the Pacific, in Stockton.

West, director of human services, has been with the city since 1980. He has a bachelor of arts degree in social science from the University of California, Irvine, and a master’s degree in recreation administration from California State University, Los Angeles.

West will be responsible for the human services, public safety and personnel divisions. Leahy’s responsibility will include finance, management services and special projects.
