Early release was ordered for 60 prisoners due to overcrowding at Alameda County’s Santa Rita jail. A 1982 California Penal Code provision authorizes judges to allow the county sheriff’s office to release inmates with only 10% of their sentence remaining “when the population exceeds what is considered reasonable.”
