Philippine government forces and Communist rebels have agreed on a cease-fire in Quezon province to clear the way for talks on freeing two soldiers held by guerrillas for two weeks. The truce, starting today, will cover 18 towns and more than 300,000 people in the area, 80 miles southeast of Manila. The two soldiers, Lt. Romeo Gan and Sgt. Dominador Causapin, were captured in a guerrilla raid Sept. 22. The Quezon truce is independent of efforts for a nationwide cease-fire.
