The Senate convenes today in Washington for the impeachment trial of U.S. District Judge Harry E. Claiborne, but the first event of its kind in 50 years will not be the full-blown proceeding sought by the convicted tax evader. Majority Leader Bob Dole (R-Kan.) announced that the Senate was in no mood to rehear a case already presented to federal courts and repeated in part before a Senate impeachment committee last month. For the first time, millions of cable-television viewers can follow an impeachment trial, which will be beamed around the country.
