WASHINGTON — President Reagan has nominated Maj. Gen. Claudius E. Watts III for a promotion and appointment as the Air Force’s comptroller, the Pentagon announced Thursday. If confirmed by the Senate, Watts would receive his third star and replace Lt. Gen. Truman Spangrud.
