On the eve of President Reagan’s summit meeting with Mikhail S. Gorbachev, House Democrats today dropped most of a package of arms control restrictions that Reagan had said would hamper his summit meeting.

The agreement with the White House, announced by House Speaker Thomas P. (Tip) O’Neill Jr. (D-Mass.), clears a major hurdle standing in the way of enactment of a budget bill that funds much of the government for the current fiscal year. In the bipartisan agreement, the House gave up most of its demands. The only major arms control restriction which will remain is a ban on final tests of anti-satellite weapons.
