Murky Waters
Recently we reported on a modern record-breaking construction project: the building of a dam in New Mexico in 55 days. But then there is the case of the Garrison Project in North Dakota, first proposed more than 40 years ago.
Reclamation Report, a newsletter issued by the U.S. Bureau of Reclamation, contained this progress report in its latest edition:
“Reclamation will prepare a Supplement to the Draft Supplemental Environmental Statement (DES 86-9) for the Garrison Diversion Unit in North Dakota. The supplement will describe the changes in the Commission Plan resulting from the Garrison Diversion Unit Reclamation Act of 1986. The supplement will identify and assess impacts of ongoing work and describe additional studies being undertaken pursuant to the act. . . .
“A Final Supplemental Environmental Impact Statement for the Garrison Diversion Unit, which will respond to comments received on both the DES 86-9 and the supplement, will then be prepared and filed.”
