The FBI reported that serious crime in America jumped 8% during the first half of 1986--a finding seemingly at odds with a recent Bureau of Justice Statistics report, which said crime appears to be declining. FBI Director William H. Webster, releasing the semiannual Uniform Crime Report in Washington, said violent crimes increased 12%--with murder up 8%, rape 2%, robbery 11% and aggravated assault 14%. The FBI, which measures crimes reported to police, said crime was up 13% in the South, 6% in the West, 5% in the Northeast and 4% in the Midwest.
