China said the ninth round of Sino-Soviet talks in Peking brought “no substantial change,” although Moscow agreed for the first time to discuss China’s longstanding demand for the removal of three major obstacles to improved relations. The obstacles are Soviet support for Vietnam’s occupation of Cambodia, the Soviet intervention in Afghanistan and the heavy militarization of the Sino-Soviet border. Western diplomats and Eastern European sources said the Soviets displayed more flexibility on these issues this time. Separate Sino-Soviet border talks will resume in February.
