Larry Kugelman has been appointed president and chief financial officer of The Health Plan of America Management Systems. He replaces Roger Jurogaven, a consultant who served as temporary president until a permanent replacement could be found.

Kugelman has been in health care for 14 years, and most recently served as president of the United Medical Plan in Richmond, Va., which he founded in 1983. Previously he served as president and chief executive officer of Cigna Health Plan in Los Angeles.

The Health Plan of America is a subsidiary of the St. Joseph Health System in Orange.

Two longtime executives with Donnelley Information Publishing have been appointed to new positions at the company’s western regional headquarters in Garden Grove.
