Charles J. Pilliod, the new U.S. ambassador to Mexico, pledged to try to improve relations between the two countries that have been strained by the issues of illegal immigration, oil sales and U.S. charges of Mexican complicity in drug trafficking. Pilliod arrived in Mexico City to take up his duties, succeeding John Gavin, who resigned last spring. Pilliod, 68, former chairman and chief executive of Goodyear Tire & Rubber Co., has no diplomatic experience but has worked in four Latin American countries with Goodyear.
