MOSCOW —
Yuri Volmer has been named merchant marine minister, the Tass news agency announced Sunday. He replaces Timofei B. Guzhenko, who was apparently relieved of his post because of the Black Sea ship collision Aug. 31 that killed 398 people. Guzhenko was retired Sept. 28.
